A standalone licensing regulator under a new framework set out in the New Home Construction Licensing Act 2017 (NHCLA), the Home Construction Regulatory Authority (HCRA) will assume the registration/licensing responsibilities currently held by Tarion. In a complex industry that is changing and evolving, HCRA will set the standard for a modern regulator with a clear mandate to protect consumers – while working with builders and vendors to improve the quality of new home construction in Ontario and improve confidence in buying a new home.
The HCRA is now seeking a Chief Executive Officer/Registrar to lead this new regulatory authority. Working with a growing team of approximately 40 staff and an engaged Board of Directors, the CEO/Registrar will ensure the highest professional standards for competence and conduct in the home building industry, promoting a fair and informed marketplace where consumers can be confident in their new home purchases. The CEO/Registrar will provide vision, strategic leadership and management oversight to the organization. More specifically, the CEO/Registrar will be responsible for all compliance activities including licensing decisions and complaint resolution. Engaging with stakeholders and government officials will be an early and ongoing priority to ensure awareness and understanding of the HCRA and promote its commitment to excellence. Internally, the incumbent will ensure long term success by fostering a team-based culture that champions customer service excellence and continuous improvement.
As the ideal candidate you have a record of exceptional operational leadership and are regarded as a trusted partner. You have a high level of political acuity and bring a modern risk management perspective to this mandate. An effective communicator, you can persuade and convey complex messages to audiences that include the Board, staff, government, and other stakeholders. You are decisive, tech savvy with an understanding of licensing systems, governance support and conflict resolution. Knowing how the consumer marketplace operates, you will ensure that the HCRA continues to raise consumer awareness and protection, while harnessing the knowledge and commitment of the industry.
